I assume the corruption is a Windows corruption, but the fix was to create a "Super Admin" account on the windows machine and launch PPro inside the Admin account. TL DR The diagnosis was that there is a corruption of user permissions on the machine. I just wish there was a better fix for this problem so that my computer would work simply and straight-foward. Yes, I'm very grateful that at least now PPro works.I can edit and kudos to Kulvinder for spending alot of time on this with me. So now all my settings and apps are no longer tied to the usable account. The Intel UHD Graphics 630 version 25.20.100.6273, works fine with Premiere Pro CC 2019 on Win 10 Pro.
This is not ideal as you might know when setting up a windows user account you must create a Microsoft account. If I start a new project and import an old one, it will crash as soon as I open a timeline. Please advice since a complete re installation did not solve the problem. My GPU is up-to-date as are all of my other drivers. Since I installed Adobe CC 19 - every app I try to use will just stop after a few seconds.

He did run a few command line prompts but I couldn't tell you exactly what they were (I just recently transitioned from mac to windows).

They took control of my machine and ran through several processes mostly focused around updating GPU drivers and such. I spent more than an hour with Adobe Tech Support via chat. Ran through your suggestions step by step and the program is still crashing.
